If you are a Pennsylvania resident and your annual income is below $33,500 per year ($41,500 for a married couple), you may qualify for some level of help from a program called PACE/PACENET. How much you have invested in savings or the value of your home are not factors when determining your eligibility for the program. PACE/PACENET is prescription drug coverage or it can work with your Medicare Part D plan to lower your out of pocket cost by lowering copays, removing the deductible, and "donut hole".
